On April 29, Li Zhongyao, Secretary of the County Party Committee, led a delegation to Henan Yongxin Technology Co., Ltd. to offer guidance on work safety and flood prevention and preparedness. County-level leaders Qin Feng and Du Xuehai, together with persons-in-charge from the County Party Committee General Office, Emergency Management Bureau, Housing, Urban-Rural Development and Administration Bureau, Fire and Rescue Brigade, Investment Group and other relevant departments, joined the research visit.

Secretary Li stressed that work safety and flood control are closely related to people’s lives and property security. All relevant departments must raise their political stance, adhere to the people-first and life-first principle, always stay alert to potential safety hazards, firmly abandon complacency and fluke mentality, and solidly carry out all prevention and response work.

They shall focus on key links of flood control, accelerate the construction of flood control projects, take a full inventory of emergency material reserves, improve emergency response plans and intensify emergency drills to guarantee safe passage through the flood season.

It is necessary to fully implement work safety responsibilities, strictly enforce the requirement of "three jurisdictions and three obligations", urge enterprises to earnestly fulfill their primary responsibility for work safety, and strengthen supervision over key sectors and key enterprises. Regular safety inspections shall be conducted, and closed-loop management and dynamic elimination shall be applied to all identified hidden dangers to resolutely prevent all types of safety accidents, thus fostering a safe and stable environment for the high-quality economic and social development of the whole county.

The person in charge of the company stated that Secretary Li’s guidance has charted a clear path for the enterprise’s work safety and flood prevention and preparedness. Going forward, Henan Yongxin Technology will focus on implementation from three key aspects:

First, conduct a full-scale inspection of flood risks across the plant area, clear and dredge drainage pipe networks, and install flood barrier panels and emergency water pumps at critical locations.

Second, upgrade the flood emergency response plan, set up an emergency rescue team composed of core production staff, and organize special drills to guarantee timely response and effective disposal of flood incidents.

Third, strictly enforce the 24-hour emergency duty system, closely monitor meteorological early warning information, and achieve early warning, early preparation and early prevention. The company will always keep safety top of mind, and carry out work safety and flood control work in a solid, detailed and thorough manner.
